Going to https://developer.paypal.com you have the opportunity to create for free an account in order to make your tests. Just click on the 'Sign Up' button and fill the 'Sign Up for Access to the Sandbox Test Environment' form. Once registered to sandbox, just log in (look at figure fig:24 and you are ready to do you tests.
